Thinly slice the carrot diagonally and cut into strips. Cut the glass noodles into manageable lengths using kitchen scissors.

Season the beef with a pinch of salt and pepper.

Heat salad oil in a frying pan over medium heat. Add the beef and grated garlic, stir-frying until the beef changes color.

Add the carrot to the pan and stir briefly. Mix in the seasoning ingredients (soy sauce, oyster sauce, sugar, cooking wine) and water. Add the glass noodles and bring to a boil. Cover and simmer on low heat for 4 minutes.

Remove the lid and stir over medium heat until the liquid evaporates. Serve on a plate and garnish with chopped green onion.
