Drain the canned saba, roughly flake the fish, and reserve the liquid in a bowl. Mix the reserved liquid with white wine, soy sauce, and enough water to make 1 cup. Dice the tomato.

Heat olive oil in a pan over medium heat. Add minced onion and garlic, sauté until fragrant, then add the rice (unwashed) and stir to coat.

Add the prepared liquid mixture and bring to a boil. Reduce to low heat, cover, and cook for about 10 minutes. Let it steam for another 10 minutes off the heat. Garnish with chopped parsley and serve with lemon slices.
