STEPS
Cut the octopus, onion, bell pepper, and green chilies into bite-sized pieces.
Heat vegetable oil in a pan and sauté minced garlic first, then add the chopped vegetables.
Add the octopus, cooking wine, and oyster sauce, and stir-fry briefly.
Finish with sesame oil, sesame seeds, and black pepper. Sprinkle with sesame seeds to garnish.
