Preheat the oven to 375 degrees F (190 degrees C).

Add bacon to an ovenproof skillet over medium heat and cook until crispy, 3 to 5 minutes. Drain and set aside.

Place Brussels sprouts cut side down in the skillet and cook for 4 minutes until browned. Flip and add chopped shallots. Cook for another 2 to 3 minutes, then remove from skillet.

Whisk half-and-half and Dijon mustard in the skillet. Stir in Parmesan cheese, half the Cheddar, garlic powder, salt, and pepper. Add Brussels sprouts back into skillet and mix gently.

Scatter remaining Cheddar cheese evenly over the mixture and bake in the oven for 12 to 15 minutes until golden.

Remove skillet from oven, sprinkle bacon on top, and serve immediately.
