STEPS

Cook the glass noodles in boiling water and drain. Remove excess moisture from tofu using a cloth.

Combine all ingredients in a bowl, adding salt, pepper, garlic, and flour. Mix well.

Trim tough cabbage stems, spread the leaves, and place filling on top. Roll tightly.

Steam the cabbage rolls over 2 cups of water in a pot for 15-20 minutes.
